Local and regional collaborative efforts and predictive models for air quality improvement and resilience

Summary of Project Activities

The LIFE CLEAN-AIR project addresses the problem of air pollution through the development and implementation of Local Air Quality Plans (AQPs) that go beyond current European legislation.

LIFE CLEAN-AIR aims to implement proactive measures to prevent cities from reaching the point where they are forced to activate emergency protocols when pollution exceeds certain thresholds. One of the project’s key innovations is the integration of LLULL ENVIRONMENT, an innovative predictive air quality tool capable of forecasting pollution levels with high accuracy. This tool will support cities in making informed decisions, such as activating mitigation measures before pollution peaks are reached. The AQPs will be developed through a co-creation process involving a wide range of stakeholders, including regional governments, local communities, and businesses, to ensure their effectiveness and public support.

The project consortium is led by INVERENCE, an SME responsible for developing the LLULL ENVIRONMENT tool. The core team includes four municipalities from different parts of Europe, each with specific environmental challenges: Vilnius (LT), Rzeszów (PL), and Udine (IT). Additionally, the Podkarpackie Voivodeship (PL) brings a regional perspective to further expand the project’s impact. EuroVértice (ES), with its expertise in environmental planning and communication, will support these municipalities in the co-creation and dissemination of air quality standards (AQPs).

The project aims to achieve a 20% reduction in days with poor air quality in participating cities. Upon project completion, LIFE CLEAN-AIR will have developed and implemented four AQS, benefiting over 1.07 million citizens across an area of ​​684 km². The project will also raise €120,000 in private investment and generate €800,000 for air quality improvement measures.

SOGESCA's role in LIFE Clean-Air

Within the European LIFE CLEAN-AIR project, SOGESCA srl serves as a strategic technical and financial partner, providing essential operational support to the Municipality of Udine (leader of the Italian pilot project).

Specifically, we are responsible for:
  • Governance and planning support: We collaborate with the Municipality in managing the Local Action Group (LAG) and co-designing Udine’s new Air Quality Action Plan (AQP).
  • Financial engineering: We guide the definition of Public-Private Partnership models and Corporate Social Responsibility (CSR/ESG) strategies to attract private investment for the city’s environmental measures.
  • Technical analysis and validation: We oversee the integration of local data into the LLULL ENVIRONMENT predictive system to monitor the effectiveness of smog mitigation policies.
  • Replicability and networking: We coordinate the transfer of the methodological model developed in Udine to a network of over 20 European “follower” municipalities interested in replicating the project’s results.
